الملخص
ملخص: تهدف الورقة البحثية إلى تحليل وتقييم سياسة الإنفاق العام بالجزائر للفترة 1990-2018 ودراسة مكوناته والتوجه الذي يتخذه من أجل تحقيق أهداف السياسة الاقتصادية، ومنه تكمن اشكالية الدراسة في البحث عن مدى تأثير سياسات الانفاق العام على السياسات الاقتصادية في الجزائر للفترة 1990-2018؟ ولمعالجة هذه الإشكالية حددنا مجموعة من الفرضيات منها ضمان ترشيد النفقات العامة لن يكون إلا من خلال تحديد الأهداف بدقة وتحديد الأولويات والقياس الدوري لأداء برامج الإنفاق العام وعدالة توزيعها، وحتى نستطيع الإجابة عن أسئلة البحث فقد تم استعمال المنهج الوصفي التحليلي الذي يقوم على دراسة الظاهرة كما توجد في الواقع، ويهتم بوصفها وصفا دقيقا، ويعبر عنها كما ونوعا، ومنه فقد خلصت الدراسة إلى أن حجم الانفاق العام في الجزائر في تزايد مستمر لاعتماد الحكومة الجزائرية على سياسة مالية توسعية ، الأمر الذي دعاها للعمل على ترشيد الإنفاق العام من خلال التوجه نحو الاستغلال الأمثل والعقلاني للموارد المالية. Abstract: The research document aims to analyze and evaluate public expenditure policy in Algeria for the period 1990-2018 and to study its components and the direction it takes to achieve the objectives of economic policy, and the problematic of the study, lies in the research of the extent of the impact of public expenditure policies on economic policies in Algeria for the period 1990-2018? In order to respond to this problem, we have identified a set of assumptions, including that of ensuring the rationalization of public spending, which will only happen by precisely defining objectives, setting priorities, and periodically measuring performance. public expenditure programs and their fair distribution, In order to be able to answer the research questions, the descriptive analytical method was used, which is based on the study of the phenomenon as it exists in reality, and is concerned with its precise description, and expresses it quantitatively and qualitatively, to work on the rationalization of public expenditure by moving towards the optimal and rational use of financial resources.
