سياسات توجيه الانفاق العام؛ وأثره على المستوى العام للأسعار في الجزائر في الأجلين القصير والطويل؛ دراسة تحليلية وقياسية باستخدام نماذج Ardl خلال الفترة 1990-2021

الملخص
تهتم هذه الورقة البحثية بتحليل تطور النفقات العامة في الجزائر خلال الفترة 1990-2021، وإلقاء الضوء على السياسات المتبعة في توجيه ميزانية الدولة بين التسيير والتجهيز، وقياس أثر هذا التطور على المستوى العام للأسعار في الأجلين الطويل والقصير، باستخدام منهجية نماذج ARDL في اختبار التكامل المشترك، وقد أفضت الدراسة الى اقتران الفترات التضخمية في الجزائر بزيادة نسبة الانفاق الجاري على حساب نسبة الاستثمار من الانفاق العام، والى وجود علاقة توازنية طردية على المدى الطويل بين هذه الأخير ونمو الأسعار الاستهلاكية. This study aims to analyze the evolution of public expenditure in Algeria during the period 1990-2021, by shedding light on the policies followed to guide the state budget between management and equipment, and to measure the impact of this development on the general price level. in the long and short term, using the ARDl model in the cointegration test. The study led to associate inflationary periods in Algeria with an increase in the proportion of current expenditure to the detriment of the investment proportion of public expenditure, and to the existence of a long-term positive equilibrium relationship between the latter and the growth of consumer prices. Cette étude vise à analyser l'évolution des dépenses publiques en Algérie au cours de la période 1990-2021, en mettant la lumière sur les politiques suivies pour orienter le budget de l'État entre la gestion et l'équipement, et à mesurer l'impact de cette évolution sur le niveau général des prix. à long et court terme, en utilisant le modèle ARDl dans le test de cointégration. L'étude a conduit à associer les périodes inflationnistes en Algérie avec une augmentation de la proportion des dépenses courantes au détriment de la proportion d'investissement des dépenses publiques, et à l'existence d'une relation d'équilibre positive à long terme entre cette dernière et la croissance des prix à la consommation
