الملخص
إن الناظر اليوم إلى ظاهرة تعاطي وإدمان المخدرات، يجدها أصبحت من أخطر المشكلات الإجتماعية التي تهدد المجتمعات الإنسانية، وأكثرها تعطيلا للقوى البشرية الشبابية نظرا لإنتشارها الواسع بينهم مما أدى إلى إنتشار الانتحار والعنف، والجنوح، كما ترتب عليها آثار نفسية وإجتماعية وإقتصادية إنسحبت على كلا من الفرد والمجتمع، الأمر الذي جعل من الدول تلجأ إلى إصدار قوانين صارمة مستندة في ذلك الى الاتفاقيات الدولية بشأن السيطرة على الظاهرة ومكافحة تداول وتناول المخدرات. The one who looks at the phenomenon of drug abuse and addiction today finds that it has become one of the most serious social problems that threaten human societies, and the most disruptive of youth human resources due to its wide spread among them, which led to the spread of suicide, violence, and delinquency, as it resulted in psychological, social and economic effects that affected both the individual And society, which made countries resort to issuing strict laws based on international agreements on controlling the phenomenon and combating the circulation and consumption of drugs.
