الملخص
على إثر تفاقم مشكلة فوضى العمران وتأثيرها على المظهر الجمالي للمدن وكذا على العقار الفلاحي كنتيجة لمخالفة قوانين العمران، صار لزاما البحث في آليات لضبط مجال العمران والقضاء على الفوضى في مجال التخطيط والإنجاز من خلال ضبط قواعد استخدام الأرض فيلعب مخطط شغل الأراضي دورا كبيرا في حماية البيئة العمرانية وتنظيمها بالنظر إلى الأهداف التي يصبو إليها كآلية للرقابة الإدارية القبلية. Following the exacerbation of the urban chaos problem and its impact on the aesthetic appearance of cities as well as on agricultural real estate as a result of violating urbanization laws, it became necessary to search for mechanisms to control urbanization and eliminate chaos in the field of planning and achievement by controlling the rules of land use, so the land occupation scheme plays a major role in protecting the urban environment And organizing it in view of the goals it aspires to as a mechanism for tribal administrative control.
