الملخص

الملخص: تستوجب عصرنة الإدارة البلدية وتحسين أدائها للخدمة العمومية وضع آليات تنظيمية قادرة على تفعيل دور المورد البشري البلدي كشرط مبدئي، لذلك يجب أن يضمن النظام البلدي لأعوانه الاحترافية والكفاءة التقنية والإدارية، للسهر على حسن إدارة المرفق وتحسين أدائه. وللوصول إلى هذه الغاية لا بد من وضع العون البلدي في إطار مقاربة تطوير المورد البشري، لكن تطبيق مقاربة الموارد البشرية يواجه صعوبات جمة على مستوى البلديات الجزائرية. الكلمات المفتاحية: العصرنة، المورد البلدي، البلدية، الكفاءة. Abstract: Require a modernization of municipal administration and improve its performance for public service put a mechanisms which are capable of activating the role of the municipal human resource as an initial condition, so the municipal system must ensure to his aides the professionalism, technical competence and management, for the good management of the facility and improve its performance. To reach this goal it is necessary to put a municipal aid within the framework approach of the development of human resource, but to apply the approach of the human resources is facing a great difficulty at the level of the Algerian municipalities.
