الملخص
غالبا ما تؤدى الأزمة إلى تغيير مفاجئ فى هياكل اتخاذ القرارات حتى تلائم الأوضاع الجديدة، ولذلك تنشا مشكلات عديدة ومقاومة شديدة للتغيير من جانب منفذي القرار وحتى متخذ القرار قد يعارض أيضا التغيير. وفي هذا السياق تأتي هذه الورقة البحثية لإلقاء الضوء على الإطار المفاهيمي للأزمة باعتبارها لحظة حاسمة ونقطة تحول نحو الأفضل أو الأسوأ، وتحليل مختلف المراحل التي تمر بها الأزمة وتحديد أهم المقومات التي تستند إليها الإدارة الفاعلة للأزمات، والتعريف بالأساليب الحديثة لإدارة الأزمات. وخرج البحث بعدة نتائج أهمها ضرورة تحمل الكيان الإداري للموقف الازموي لمدة طويلة ومحاولة استعادة توازنه عن طريق الاستعانة بالأساليب المناسبة لإدارة الأزمة بشكل فاعل وناجح. crisis often lead to a sudden change in the structures of decision-making and to adapt it to the new situation , but it poses many problems and a strong resistance to change from the executors of decisions and the makers may also opposes the change. In this context , this article sheds light on the conceptual framework of the crisis as a turning point and a point for better or for worse, and analyze the different stages of the crisis and identify the most important determinants underlying actors administration in crisis situations , and the definition of modern methods of crisis management. results among the greatest achievements in this article is: the administrative entity must keep during the crisis for a long time and try to restore balance through the use of appropriate methods to effectively and successfully manage the crisis.
