ظاهرة الفساد الإداري في العراق

الملخص
يصنف العراق من أكثر الدول فسادا في العالم، لذلك سنحاول من خلال هذا المقال تناول أهم الأسباب التي أدت لهذا الوضع، مع توضيح جهود الدولة العراقية في مجال مكافحتها، وتبيان آثارها والآليات الكفيلة بالحد من اضرارها، ولعل من أهمها: - أولوية الهوية الوطنية على الهوية الطائفية. - أولوية الولاء للوطن على الولاء للحزب. - أولوية المصلحة العامة على المصلحة الخاصة، أو أولوية الجماعة على الفرد، أو أولوية التشاركية على الفردانية. - أولوية مبدأ تكافؤ الفرص على مبدأ توزيع الفرص. Iraq is classified as one of the most corrupt countries in the world, so we will try through this article to address the most important reasons that led to this situation, while clarifying the efforts of the Iraqi state in combating it, and showing its effects and mechanisms to limit its damage. Perhaps the most important of them are: - The priority of national identity over sectarian identity. - The priority of loyalty to the country over loyalty to the party. - The priority of the public interest over the private interest, or the priority of the group over the individual, or the priority of partnership over individualism. - The priority of the principle of equal opportunities over the principle of distribution of opportunities.
