الملخص
ملخص: تهدف الدراسة إلى تحديد مفهوم التحول المصرفي وأنواعه، مع دراسة واقع النظام المصرفي الجزائري والإجراءات المتبعة للتحول المصرفي. توصلت الدراسة إلى أن المشرع الجزائري تبنى شبابيك الصيرفة الإسلامية كآلية للتحول المصرفي، ولقد نص على إجراءات المتبعة لفتح شبابيك الصيرفة الإسلامية طبقاً للنظام 20-02 المؤرخ 15 مارس 2020 والذي يحدد العمليات البنكية المتعلقة بالصيرفة الإسلامية، وقواعد ممارستها من طرف البنوك والمؤسسات المالية. Abstract : The present study aims to give a clear understanding to the bank transformation in Algeria and its types. It also seeks to study the nature of the Algerian bank reform and its major shifts. As a result, the current research finds out that the Algerian legistration system needs to build various windows for Islamic bank exchanges as a strategy to have a successful process in the transformation. Indeed, in accordance with the system 02-20 dated in 15th of March 2020 to open the windows for the Islamic banking sector. This legalization insisted on specifying the banking operations that are related to the Islamic system and the various practices among different banks and financial institutions. Résumé: L’étude vise à définir le concept et les types de transformation bancaire, tout en examinant la réalité du système bancaire algérien et les procédures de transformation bancaire. L’étude a révélé que le législateur algérien a adopté les guichets bancaires islamiques comme mécanisme de conversion bancaire. Il a stipulé les procédures d’ouverture des guichets bancaires islamiques conformément au règlement 20-02 du 15 mars 2020, qui définit les transactions bancaires liées à la banque islamique et les règles de pratique des banques et des institutions financières.
