الإدارة الإلكترونية في الجزائر بين الانجازات الحالية والتحديات المستقبلية

الملخص
هدفت هذه الدراسة إلى تحديد مفهوم الإدارة الإلكترونية وقياسها على حالة الجزائر لمعرفة أهم انجازاتها والتحديات والرهانات المرتقب رفعها في المستقبل، أين تحولت الجزائر للإدارة الإلكترونية عبر مشروع الجزائر الإلكترونية2013 الذي بدأ كمخطط سنة2008، حققت الجزائر من خلاله انجازات تستحق الإشادة كجواز السفر البيومتري ورقمنة الحالة المدنية، في حين لم تكتمل الإدارة الإلكترونية وأصبحت واجهة فقط لإدارة مزدوجة إلكترونية بيروقراطية، وهذا تحدي مستقبلي كبير جدا يجب أن ترفعه لاستكمال الإدارة الإلكترونية الحقيقية. استعملت هذه الدراسة المنهج الوصفي التحليلي من خلال الدراسات والأبحاث السابقة، وخرجت الدراسة بنتيجة مفادها أن الإدارة الإلكترونية مازالت غير محققة100% واقترحت توصيات مناسبة لترقيتها. This study aimed to identify the concept of e-management and measure it on the case of Algeria to know its most important achievements, challenges and challenges expected to be raised in the future, where Algeria turned to e-management through the e-Algeria project 2013, which began as a plan in 2008, through which Algeria achieved commendable achievements such as the biometric passport and the digitization of the civil status, while e-management was not completed and became a façade only for bureaucratic electronic dual management, and this is a very big future challenge that must be raised to complete the real electronic administration. This study used the descriptive and analytical approach through previous studies and research, and the study came to the conclusion that e-management is still not 100% achieved and suggested appropriate recommendations for its promotion
