معوقات تطبيق ضمان الجودة في مؤسسات التعليم العالي وانعكاساتها على التنمية الاجتماعية والاقتصادية.

الملخص
تعد الجامعة المؤسسة التعليمية الأولى في تعزيز التعليم العالي والبحث العلمي، نظرا لما تقدمه من مساهمة في تدعيم الاقتصاد الوطني والاجتماعي في المجتمع في شتى الميادين هذا من جانب، ومن جانب آخر سعيها إلى الاهتمام بفئة الباحثين وتحضيرهم على متابعة تكوينهم في جميع المسارات والتخصصات العلمية المختلفة، وذلك من خلال التطبيق الإجرائي لمبادئ وأساليب الوحدة الشاملة في مؤسسات التعليم العالي باعتبارها غاية الأهمية، وهذا من أجل الارتقاء والتطوير المستويات عالية في الأداء والجودة، ورفع كفاءة الخدمات الإدارية والأكاديمية أي تركز كل اهتمامها في إعداد الخريجين النوعي خدمة لو في العمل تعرض كفحص التنشئة الاجتماعية والاقتصادية للمجتمع بوجه شامل. إلا أن الكثير من هذه المؤسسات تواجه العديد من العقوبات اتجاه تحقيق ضمان الجودة الشاملة كزيادة عدد الطلبة خلال مسارهم التكويني، وغياب التأهيل وتدريب الكادر الأكاديمي والتقني وكذا العراقيل الإدارية والتعلمية، وضعف الأداء التدريسي والبيروقراطية والفساد الإداري، إضافة إلى عدم مواكبة التطورات العلمية والمعرفية التي تعد من أهم ركائز ضمان الوحدة ضمن هذه المؤسسات وهذا ما يستدعي بدوره كل التنمية الاقتصادية والاجتماعية لذلك تأتي هذه الدراسة للكشف عن أهم المعوقات التي تحول دون تطبيق، ضمان الجودة في مؤسسات التعليم العالي ومدى تأثيرها على التنمية الاقتصادية والاجتماعية بوجه شامل. The University is the first educational institution in promoting higher education and scientific research, given its contribution to strengthening the national and social economy in society in various fields on the one hand, and on the other hand seeking to pay attention to the category of researchers and prepare them to follow up their formation in all different scientific paths and disciplines, through the procedural application of the principles and methods of comprehensive unity in higher education institutions as very important, in order to upgrade and develop high levels of performance and quality, and raise the efficiency of Administrative and academic services, i.e. focus all their attention in preparing graduates of the quality service le at work is presented as a examination of the social and economic upbringing of the community in a comprehensive way, but many of these institutions face many sanctions towards achieving comprehensive quality assurance such as increasing the number of students during their training course. The lack of qualification and training of academic and technical staff as well as administrative and learning obstacles, poor teaching performance, bureaucracy and administrative corruption, in addition to not keeping up with scientific and cognitive developments, which are one of the most important pillars of ensuring unity within these institutions, which in turn calls for all economic and social development, so this study comes to reveal the most important obstacles to the application of quality assurance in higher education institutions and their impact on economic and social development in a comprehensive way.
