الملخص
يعتبر الفساد ظاهرة قديمة عرفتها البشرية على مر الازمنة، و قد كانت العامل الاساسي في انهيار و سقوط الحضارات و الامبراطوريات، حيث تزايد الاهتمام بهذه الظاهرة في الآونة الاخيرة و اصبح وجودها لا يقتصر على مجتمع ما او دولة ما بل اضحت تضرب جل المجتمعات و تشكل جزءا لا يتجزأ من حياة الافراد و ممارساتهم اليومية لدرجة اقتناعهم بمشروعية الافعال التي يقومون بها و بضرورتها لتلبية حاجياتهم الفردية. و بالنظر الى حجم ظاهرة الفساد المستشري في الادارات العمومية في الجزائر استطاعت ان تجد حلولا لهذه الظاهرة الغريبة عن مجتمعنا فاستحدثت اليات قانونية رادعة و مؤسسات للحد من منها و التقليل من آثارها. Corruption is an ancient phenomenon known to mankind over time, and it was the main factor in the collapse and fall of civilizations and empires, as interest in this phenomenon has increased in recent times and its presence is not limited to a society or a country, but has become a major part of societies and forms a part It is integral to the lives of individuals and their daily practices to the extent that they are convinced of the legitimacy of the actions they perform and their necessity to meet their individual needs. Given the extent of the rampant phenomenon of corruption in public administrations in Algeria, it was able to find solutions to this phenomenon, which is alien to our society, so it developed deterrent legal mechanisms and institutions to reduce it and reduce its effects.
