التهديدات الدولية وإشكالية تحقيق الأمن الإنساني

الملخص
الملخص: شهدت الساحة الدولية تحولا كبيرًا في ظهور الكثير من المتغيرات والتهديدات التي غيرت من مفاهيم العديد من المصطلحات ، ومن بينها الأمن. فلم يعد هذا المفهوم دارجا بصورته التقليدية والمرتكز على الدولة و تحقيق أمنها ، حيث أصبح الفرد باعتباره شخصا مهما من أشخاص القانون الدولي محورا هاما في تحقيق الأمن بكل أبعاده السياسية والاقتصادية والاجتماعية والثقافية والبيئية والصحية ، ذلك أن الأمن أحدث أسلوبا ومفهوما جديدًا في كل المتغيرات التي طرأت على الساحة الدولية وفي العلاقات الدولية ، وأضحى الفرد محل اهتمام دولي حماية ومسؤولية، وعرف الأمن مفهوما أخر وهو ما يعرف بالأمن الانساني ،وعليه جاءت ورقتنا لطرح مفهوم الأمن الإنساني وإشكالية تحقيقه في ظل المتغيرات والتهديدات الدولية التي باتت تعرفها الساحة الدولية. الكلمات المفتاحية: التهديدات ، المتغيرات الدولية ، الفرد ، الأمن الإنساني Abstract: A significant shift has occurred on the world stage in the emergence of many variables and threats that have changed the concepts of many terms, including security. This concept is no longer common with its traditional form that is based on the state and achieving its security, Where The individual as an important person from the subjects of international law has become an important focus in accomplishing security in all its political, economic, social, cultural, environmental, and health dimensions because security has created a new method and concept in all changes that have taken place in international politics and relations, the individual has become the object of international attention in terms of protection and responsibility, and the security has known another concept which is known by human security. Therefore, our paper came to present the human security concept and its achieving problem under the changes and international threats that the world stage has come to know.
