الرقابة الإدارية كآلية مكملة لتفعيل جودة خدمات المرفق العمومي Administrative Control As Complementary Mechanisms To Activate The Quality Of Public Utility Services

الملخص

ملخص: تهدف هذه الورقة البحثية الى إبراز دور الرقابة الإدارية في مجال النشاط الإداري للنهوض بجودة ونوعية الخدمات المقدمة من المرافق العمومية، فبالرغم من اعتماد الدولة على الرقابة التقليدية إلا أن التطور التكنولوجي فرض نوع ثاني من الرقابة هي الرقابة الإدارية الالكترونية وهو ما أخذت به بعض الإدارات و المؤسسات العمومية في نظمها الرقابية و هو ما سنوضحه في هذا البحث. توصلت الدراسة الى أن الرقابة الإدارية بنوعيها جزأ لا يتجزأ من نمطي الإدارة التقليدية أو الالكترونية، وأن العمل بالرقابة الادارية الالكترونية لا يزال يعترضه الكثير من التحديات و الصعاب سواء ما تعلق منها بالجانب البشري كالأمية الالكترونية أو الجانب التنظيمي كضعف الإطار القانوني والتشريعي. Abstract: This paper aims to highlight the role of administrative control in improving the quality of services provided by public utilities in the field of administrative activity. Despite the state's reliance on traditional control, technological development obliged some public administrations and institutions to use another type of control, is electronic administrative control. The study concluded that both types of administrative control are an integral part of the traditional or electronic management patterns. However, electronic administrative control usage faces many challenges and difficulties, whether related to the human aspect like the electronic inexperience or the organizational aspect like the weakness of the legal and legislative framework.
