وضعية التشغيل في الجزائر (2009-2019) وتأثير جائحة كورونا عليها

الملخص
هدفت الدراسة إلى تحليل وضعية الشغل في الجزائر من خلال تحليل المعطيات الخاصة بمعدلات التشغيل والبطالة وقوة العمل للفترة 2009-2019، مع توضيح تأثير جائحة كورونا عليها وأهم الآفاق المنتظرة. وقد توصلت الدراسة إلى أنه بالرغم من تسجيل تطور عام في حجم التشغيل، لا يزال معدلا بعيدا عن الاستفادة من اليد العاملة الضخمة المتوفرة. وفي نفس الوقت فإن آليات وبرامج التشغيل ترتبط ارتباطا وثيقا بمستوى أسعار المحروقات، باعتبار كافة مخططات التنمية تقوم بالدرجة الأولى على عائدات النفط، فتتأثر بأي انهيار في أسعارها. تأثر التشغيل أيضا بجائحة كورونا مما رفع من معدل البطالة سنة 2020 نتيجة لتوقيف النشاطات وسياسة الغلق، إضافة إلى أن آفاق التشغيل لا تزال غير واضحة، بسبب عدم حصر انعكاسات الجائحة على الوضع العام للاقتصاد. The study aimed to analyze the employment situation in Algeria by analyzing data on employment rates, unemployment and labour force for the period 2009-2019, with an explanation of the impact of the Corona pandemic on it and the most important prospects. The study concluded that despite the general growth in volume of employment, it is still far from benefiting from the huge available manpower. At the same time, the mechanisms and programs of employment are closely related to oil prices, considering that all development plans are primarily based on oil revenues, so are affected by any collapse in these prices. Employment was also affected by the Corona pandemic, which increased the unemployment rate in 2020 as a result of the suspension of activities and the closure policy; in addition, the employment prospects are still not clearly defined because the repercussions of the pandemic on the general state of the economy have not yet been determined.
