الملخص

ملخص: تهدف هذه الدراسة إلى التعرّف على مدى قدرة نظم الرقابة الإلكترونية على مكافحة مظاهر الفساد الإداري وتعزيز الشفافية، من خلال التعرف على مميزاتها، والصعوبات الإدارية والبشرية والتكنولوجية والمالية التي تواجه استخدامها، للوقوف بعد ذلك على مدى فعاليتها في مكافحة هذه الظاهرة. وقد تم التوصل إلى أن الرقابة الإلكترونية تُساهم بفعالية في الوقاية من الفساد الإداري ومكافحته، حيث يتلازم وجودها مع سرعة إنجاز المعاملات وزيادة دقة الأعمال، ورفع مستوى جودتها ومستوى انضباط الموظفين، وتوفير الوقت والجهد والمال. كما تساهم وسائل التكنولوجيا الحديثة في تسهيل اكتشاف التجاوزات والانحرافات الإدارية وإعطاء التنبيهات بشكل الكتروني دون الحاجة للتدخل البشري، ولها أثر ايجابي في تعزيز الشفافية والوضوح في العمل، وفي صنع القرارات الإدارية المناسبة. Abstract This study is, first,an attempt to know at what extent electronic-surveillance systems can fight administrative corruption and promote transparency by identifying its features and the administrative, human and technological difficulties that its application may engender. Then, it tries to determine the degree of effectiveness of electronic-surveillance application in fighting this phenomenon The study results have shown that electronic surveillance contributes effectively to the fight and prevention of administrative corruption sinceit brings aboutfaster, better and more accurate transaction processing, and more disciplined employeesin addition to saving time, efforts and money. Also, modern technology facilitates the detection of administrative irregularities, and the issuance of automatic electronic alerts.
