ملخص: مما لا شك فيه على ضوء التطورات الاقتصادية الدولية الراهنة ، أن دول العالم المختلفة سواء المتقدمة أو المتخلفة سوف تواجه تحديا كبيرا يكمن في مدى استجابتها للتغيرات التي يفرضها الوضع العالمي للطاقة حيث يعيش العالم الآن مرحلة يجري فيها العد التنازلي لنضوب مصادر المحروقات من بترول وغاز طبيعي. لذلك يتعين تجسيد فكرة ثقافة استهلاك الطاقة والتي تعين على الجزائر إحدى هذه الدول مضاعفة الجهود في مجال حفظ وصيانة الطاقة وتبني مفهوم التنمية المستديمة على غرار دمج مفهوم الاستدامة في قطاع المحروقات سواء من ناحية الواقع الاقتصادي أو على مستوى منظومة التشريع النفطي حتى يتسنى لها إعادة بلورة مشروع التنموي واللحاق بركب الدول المتطورة ي مجال السياسات التنموية الراهنة.
