الثقافة السياسية والبناء الديمقراطي في المنطقة المغاربية.

الملخص
الملخص: شكلت ديناميات التغيير التي تعيشها المنطقة العربية منذ 2011 مرحلة هامة في تاريخها السياسي. وبرغم أهمية النتائج التي أحدثتها هاته الدينامية من تغيير في بنية النظم السياسية القائمة، فإن الأهم الذي يؤكد عليه الباحثين تغيَّر وتبدَّل تلك القوالب الثابتة للثقافة السياسية السائدة، وحلَّت محلها ثقافة سياسية جديدة كسرت بعض الباراديغمات الثابتة في إطار علاقة المواطن بالسلطة، التي كانت مبنية على الخوف والخضوع، إلى نمط مغاير من الثقافة شكَّل الفضاء العمومي منطلَقًا لها، وشعاراتها الحرية والكرامة الإنسانية والعدالة. هذا المقال يسعى للإجابة على مسالة أن البناء الديمقراطي لا يمكن إختزاله في سياقه المؤسساتي/الإجرائي فقط، بل يحتاج إلى قيم ثقافة سياسية جديدة لدى مختلف الفاعلين في المجال السياسي المغاربي. Abstract : The dynamics of change that the Arab region has been experiencing since 2011 shaped a milestone in its political history. Although the importance of its results on structure of existing political systems, the most important changing that researchers emphasize on, is the change and transformation of stereotypes of political culture wich replaced by a new political culture that has broken some of the fixed creteria in the context of relationship between citizen and power, which was based on fear and subordination, to a different pattern of culture takes the public space as an Starting point, and of freedom, human dignity and justice as slogans. This article suggests that democratic construction cannot be institutional/procedural context only, but needs values of a new political culture holded by various actors in the Maghrebin political sphere Keywords:Political culture, democratic building, authoritarian systems, political participation, citizenship.
