مؤسسات حقوق الإنسان بالجزائر: المسار والإشكالات.

الملخص
ساهمت الأمم المتحدة بما أبرمته من مواثيق واتفاقيات وأوجدته من أجهزة وآليات في مجال حماية حقوق الإنسان، في التأكيد على ضرورة أن تأخذ جزءا أكبر من الاهتمام والعناية على المستوى الدولي والوطني، والعمل على إقرار الضمانات الكفيلة بحمايتها وإيجاد الوسائل والآليات اللازمة لترقيتها. الأمر الذي ساهم في ظهور المؤسسات الوطنية لحقوق الإنسان، باعتبارها من الآليات الفاعلة في هذا الميدان التي تستهدف القيام بأدوار لا يستهان بها في مجال خدمة الأهداف والغايات التي شُكلت من أجلها. ولقد عرفت الجزائر على غرار غالبية دول العالم قيام مؤسسات وطنية لحقوق الإنسان عبر مسار تراكمي وتجربة امتدت لعقود من الزمن. تحاول هذه الدراسة تناول هذا المسار ومعرفة التطورات والمراحل التي مرت بها عملية مأسسة حقوق الإنسان، وماهي أبرز تحدياتها وإشكالاتها منذ لحظتها التأسيسية . Abstract: The United Nations has contributed to the conventions and instruments it has created in the area of human rights protection, stressing the need to take greater care and attention at the international and national levels, to work towards the establishment of safeguards to protect it and to find the necessary means and mechanisms for its promotion. Which has contributed to the emergence of national human rights institutions, as an effective mechanism in this field, aimed at playing a role that does not underestimate the scope of the goals and objectives for which they were set up. Algeria, along the lines of the majority of the world, has known the establishment of national human rights institutions through a cumulative process and decades of experience. This article will try to address this process and to know the most prominent developments and stages experienced by the process of institutionalizing human rights, and what is her the most prominent roles since its founding moment.
