التحول الطاقوي كخيار مستدام لامن الطاقة -عرض حالة الجزائر-

الملخص
تهدف هذه الدراسة إلى إبراز اثر خيار التحول الطاقوي بابعاده المختلفة على الأمن الطاقوي و استدامته في الدول المستوردة و المصدرة للنفط بصفة عامة، مع عرض خاص لحالة الجزائر. توصلت هذه الدراسة إلى أن الطاقــات المتجددة تعد من الخيــارات الطاقويـة المستدامة المعتمـدة عالميا كبديل للنفط، ولهذا تتجه الجزائر نحو استغلال مصادرها والاستثمار فيها كخطة رامية لتحقيق التنمية الشاملة و الأمن الطاقوي، ولتحقيق ذلك توصي الدراسة بضرورة اعتماد بيئة قانونية وتشريعية مرنة و محفزة على الاستثمار في مجال الطاقة المتجددة، بالإضافة إلى دعم وتمويل أنشطة البحث والتطوير في تكنولوجيات التحول الطاقوي، و زيادة مساهمة القطاع الخاص في هذا المجال. Abstract: This study aims to highlight the impact of the energy transition option, with its different dimensions, on energy security and its sustainability in oil importing and exporting countries in general, with a particular presentation of the case of Algeria. This study concluded that renewable energies constitute one of the sustainable energy options adopted globally as an alternative to oil, and this is why Algeria is moving towards the exploitation of its resources and investing in the part of a plan to achieve comp rehensive development and energy security. To achieve this, the study recommends the need to adopt a flexible legal and legislative environment that encourages investment in the field of renewable energies and their diffusion, supporting and financing research and development activities in its technologies, while by increasing the contribution of the private sector.
