الحوكمة الصحية العالمية في ظل جائحة كوفيد-19: قراءة في التحديات والآفاق

الملخص
لقد سلط تفشي فيروس كورونا المستجد كوفيد-19 الضوء على المشكلات التي تواجه الحوكمة العالمية للصحة العامة الدولية، مثل الوظائف المحدودة للمنظمات الدولية والصعوبات في تحقيق الأهداف، وضعف التعاون بين فواعل الحوكمة وأدائها المحدود، وتداخل الأساس القانوني للحوكمة وعدم وضوح وظيفتها الأساسية. ولمواجهة تلك التحديات يمكن اتباع جملة آليات لتحسين كفاءة إدارة الصحة العامة العالمية، بما في ذلك دعم دور المنظمات الدولية لتحقيق الأهداف، وتعزيز التنسيق بين فواعل الحوكمة الدولية، وتعزيز الامتثال للوائح الصحية الدولية (2005)، وتطبيق والتمسك برؤية موحدة لمصير مشترك للبشرية للاستجابة المشتركة للمشاكل الخاصة. The outbreak of the novel coronavirus COVID-19 has highlighted the problems facing the global governance of international public health, such as the limited functions of international organizations and difficulties in achieving goals, weak cooperation and limited performance of governance actors, overlapping legal basis for governance and the lack of clarity in its core function. In order to meet these challenges, a number of mechanisms can be adopted to improve the efficiency of global public health management, including supporting the role of international organizations to achieve the goals, strengthening coordination between international governance actors, enhancing compliance with the International Health Regulations (2005), and applying and adhering to a unified vision of a common destiny for humanity to respond to common problems.
