الملخص
ملخص: يعتبر التكوين بالمفهوم العام و التكوين المهني خاصة إحدى الرهانات الأساسية والمرتكزات الضرورية لاكتساب الكفاءات المهنية، وازدادت أهميته مع مطلع القرن العشرين خاصة في الاقتصاديات المتطورة، أما في الجزائر وكغيرها من الدول النامية فلم يحظى التكوين المهني بالأهمية الكبيرة التي كانت تحظى بها المنظومات الأخرى إلا في السنوات الأولى التي تلت الاستقلال أين كان يشكل إحدى الدعامات الأساسية في القطاع الاقتصادي، لكنه غيب دوره لفترة طويلة شهدت في المقابل تطورا كميا كبيرا لنظام التعليم ما قلل من قيمته الاجتماعية والاقتصادية لكن مع بداية 2000 أعيد رد الاعتبار للتكوين المهني إذ أصبح من الضروري تنميته لتلبية احتياجات سوق العمل من يد عاملة مؤهلة قادرة على مواكبة التغييرات الحاصلة، لكن رغم هذه الهيكلة والتحديث الذي شهده قطاع التكوين المهني إلا انه لا زال يعاني من التبعية لنظام التعليم العام بل ويمثل وعاء لمخلفات هذا الأخير. الكلمات المفتاحية: التكوين المهني، سوق العمل، التشغيل. Abstract: Training in general and vocational training in particular is considered as one of the challenging necessities for the acquisition of professional competencies. Indeed, its importance has increased since the beginning of the twentieth century, especially in the developed economies. In Algeria, as in other developing countries, vocational training did not gain the great importance that other systems had, except in the first years following the independence, when it was one of the main pillars of the post-independence development of the economic sector. However, its role decreased ever since because of a quantitatively significant development of the education system, which resulted in a reduction of the social and economic values of vocational training. However, with the beginning of the 2000s, vocational training was rehabilitated as a necessity of the economic development and to meet the needs of the labor market in terms of a qualified workforce capable of keeping pace with the fast changes in the local and the international economic situations. However, and despite the structural modernization the vocational training sector has recently witnessed, it is still suffering from its dependence on the public education system and from the fact of limiting its role only to recycle whoever who could not make it through the education system.
