تاثير الحوكمة الرقمية على التسيير الاداري في الدول النامية "الجزائر انموذجا"

الملخص
الملخص: تلعب تقنية المعلومات عموماً، والخدمات الإلكترونية والاتصالات خصوصاً، دورًا فاعلاً في ترسيخ مفهوم التنمية المستدامة، حيث عزَّزت من أنشطة البحث والتطوير لتحسين أداء المؤسسات الحكومية والخاصة، وقادت إلى استحداث أنماط تسيير إدارية ومؤسساتية جديدة كالمدن الرقمية وحاضنات التقنية، كما حفَّزت النمو الاقتصادي، وولَّدت فرص عمل جديدة أسهمت في تقليص الفقر، ووضع الخطط والبرامج التي تهدف إلى التحول نحو المجتمع المعلوماتي ، والعمل على تحقيق اهداف التحول الوطني . وأتاحت هذه الوسائل التقنية الحديثة تقديم المعلومات، وتسهيل الوصول إليها، والإجابة على استفسارات المواطنين، ما ساعد على رفع مستوى الخدمات التي تقدمها وبالتالي تحسين الإنتاجية وصولا لتحقيق الأهداف الشاملة للتنمية المستدامة . الكلمات المفتاحية: التسيير الإداري ، الادارة الإلكترونية ، التنمية المستدامة . Abstract: Information technology in general, and electronic services and communication in particular, play an active role in consolidating the concept of sustainable development, as it strengthened research and development activities to improve the performance of government and private institutions. It has been an active part in the creation of new administrative and institutional management patterns such as digital cities and technology incubators. The latter contributes significantly in the stimulation of economic growth through generating new and sustainable opportunities that help reduce poverty. It has also helped the development of plans and programs aimed at the creation of the information society as part of national transformation plan. These modern technical means made it possible to provide easy access to information and answer citizens' inquiries. The latter has helped improve the quality of the offered services as well as productivity in a very sustainable manner. Key words: Management, electronic staff, sustainable development.
