الملخص
ملخص: تعتبر دراسة الازمة من المواضيع الهامة في العلوم السياسية بصفة عامة والعلاقات الدولية بصفة خاصة، بسبب الأحداث والتعقيدات الكبيرة والاضطرابات السياسية والاقتصادية والاجتماعية التي يعرفها المجتمع الدولي في الفترة المعاصرة، جعلت دراسة الأزمات أمرا ضروريا وملحا، لحدوث مواجهات وصراعات من أجل المصالح. أدى انتشار فيروس كورونا الى إثارة جدل إن كانت هذه الازمة طبيعية أم مفتعلة، وبالتالي هل صناع القرار بصدد إدارة لأزمة كوفيد 19 أم أنهم يدارون من خلال الأزمة أي غير مخيرين ويخضعون لأجندة الأطراف المساهمة في ظهور الأزمة الصحية وبالتالي في انتشار الفيروس. الكلمات المفتاحية: إدارة الأزمة، الإدارة بالأزمة، كوفيد 19، السياسة الدولية، المصلحة Abstract: The study of the crisis is one of the important subjects of political science in general and international relations in particular, due to the great complexities and political, economic and social upheavals known to the international community in contemporary times, making the study of crises a necessary and urgent matter, owing to the occurrence of clashes and conflicts of interest. The spread of the Corona virus has sparked controversy whether this crisis is natural or artificial, and therefore Are decision-makers in the process of managing the Covid-19 crisis, or are they being managed through the crisis, that is, they are not given the choice and are subject to the agenda of the parties contributing to the emergence of the health crisis and thus to the spread of the virus.
