دبلوماسيو الدولة العثمانية خلال القرن 19م ودورهم الإصلاحي مصطفى رشيد باشا أنموذجا

الملخص
يعدّ مصطفى رشيد باشا (1800- 1858م) من أبرز الشخصيات الدبلوماسية التي ظهرت في الدولة العثمانية وبالأخص في القرن 19م، حيث كان له دور رئيسي في إرساء أصول الدبلوماسية العثمانية من خلال كسب ثقة ودعم الدول الأوروبية الكبرى ممثلة في بريطانيا وفرنسا لصالح دولته في مواجهتها للأزمات التي واجهتها وفي مقدمتها المسألة المصرية. كما نجح في كسب تأييد تلك الدول لبرنامجه الإصلاحي الذي سعى من خلاله إلى إنقاذ الدولة العثمانية من المشاكل العالقة بها، مما جعله يصبح رائدا من رواد حركة الإصلاح والتنظيمات. دون أن ننسى الدور الذي لعبه في تكوين طبقة بيروقراطية عثمانية ساهمت في تحديث الدولة العثمانية وفي إدخال بعض المفاهيم الغربية كالدستور والديموقراطية وغيرها. Mustafa Rashid Pasha (1800-1858) is one of the most prominent diplomatic figures in the Ottoman State, particularly in the 19th century. He played a key role in establishing the origins of Ottoman diplomacy by gaining the confidence and support of the major European countries represented in Britain and France in the interest of his country in dealing with the crises that it faced, primarily the Egyptian question. He also succeeded in gaining their support for his reform programme, through which he sought to save the Ottoman State from its outstanding problems, making him a pioneer of the reform movement and organizations. Without forgetting the role he played in the formation of an Ottoman bureaucratic class that contributed to the modernization of the Ottoman State and to the introduction of some Western concepts, such as constitution, democracy and others.The abstract refers to the importance of research, its problems and the most important results.
