الملخص
تهدف هذه الدراسة العلمية المتواضعة إلى الكشف عن الإرهاصات الأولى لنشأة الفكر الإصلاحي في الدولة العثمانية والظروف التي ساهمت في بلورته وإرساء معالمه منذ قيام الدولة وإلى غاية توهجه في القرن 15م و 16م ومختلف الأدوار التي لعبها السلاطين وكبار رجال الدولة في إنشاء مؤسسات الدولة وأجهزتها المتعددة عبر مراحلها المختلفة وفق رؤية فلسفية ومنهج إصلاحي عثماني بحت يستوعب كل التحولات التي تمر بها الدولة و يتسم بالمرونة والفعالية في التعامل مع كل المتغيرات التي تحيط الدولة العثمانية . This modest scientific study aims to reveal the first signs of the emergence of reformist thought in the Ottoman Empire and the circumstances that contributed to its crystallization and establishment of its features since the establishment of the state and until its glow in the 15th and 16th centuries AD, and the various roles played by the sultans and senior statesmen in establishing the state’s institutions and its various organs throughout its stages. It is based on a philosophical vision and a purely Ottoman reformist approach that accommodates all the transformations that the state is going through and is flexible and effective in dealing with all the variables that surround the Ottoman Empire.
