الملخص
ملخص: يعيش العالم اليوم موجة متسارعة من التطور التكنولوجي بانعكاساته وإفرازاته، التي مست العديد من الميادين والمجالات، لعل أهمها مهنة الصحافة والإعلام التي أصبحت مجبرة على تبني الرقمنة، وتكييف أطرها التحريرية و المهنية للتأقلم مع البيئة الجديدة . والإعلام الجزائري رغم ما شهده من تأخر في مجال التعددية الإعلامية، و فتح الاستثمار في القطاع السمعي البصري، إلا أن أجهزته ووسائله سارعت للتموقع ضمن سياق الرقمنة والتكنولوجيا .لذا فالسؤال الرئيسي: ماهي المحددات والضوابط القانونية للممارسة الإعلامية عبر الانترنت وفق تشريعات الإعلام الالكتروني الجزائري ( القانون العضوي رقم 12-05، والمرسوم التنفيذي رقم 22-332)؟ ولعل أهم ما توصلت إليه الدراسة هي: أن تشريعات الإعلام الالكتروني الجزائري وجدت ضمن سياقات سياسية واجتماعية خاصة، لكنها لا تتماشى مع إفرازات البيئة الرقمية المتسارعة، ولا تواكب التطورات الحاصلة على مستوى الجمهور و مساهمته في صناعة المحتوى الإعلامي ، وتنوع مصادر المعلومات، وتغير مفاهيم الإعلام والإخبار . الكلمات المفتاحية : إعلام الكتروني، بيئة رقمية ، تشريع قانوني ، حرية ، سياق. The electronic media legislations in Algeria - Socio-media reading - . Abstract: The world today is experiencing an accelerating wave of technological development with its repercussions and secretions, which touched many fields, perhaps the most important of which is the profession of journalism and media, which has become forced to adopt digitization, and to adapt its editorial and professional frameworks to adapt to the new environment. And the Algerian media, despite the delay it witnessed in the field of media pluralism, and the opening of investment in the audio-visual sector, but its devices and means were quick to position themselves within the context of digitization and technology. So the main question is: What are the determinants of online media practice and its legal controls according to the Algerian electronic media legislation (Organic Law No. 12-05, Executive Decree No. 22-332)? Perhaps the most important findings of the study are: that the Algerian electronic media legislation was found within special political and social contexts, but it is not in line with the accelerating digital environment, and does not keep pace with developments at the level of the public and its contribution to the media content industry, the diversity of information sources, and the changing concepts of media and news. key words:. electronic notification; - electronic environment; Legal legislation; - Freedom; - Context.
