الملخص: تهدف الدراسة إلى التعريف بتجربة المركز الوطني للبحث في الإعلام العلمي والتقني CERIST في ترقية الوصول الحر للمعلومات، من خلال التعريف بالتجارب التي قام بها، باعتبار المركز منتج للمعلومات العلمية والتقنية في العديد من الأشكال، كقواعد البيانات الوطنية، البوابات والمكتبات والمنصات الرقمية، إذ تعتبر تجربة المركز الوحيدة على المستوى الوطني في ترقية الوصول الحر للمعلومات، وحاول الباحث إبراز الدور الذي المركز في مسايرة حاجيات الباحثين في الوصول للإنتاج الفكري الوطني والعالمي. وخلصت الدراسة لرؤية استشرافية لمكتبات المطالعة العمومية في إمكانية دعم الوصول الحر لمصادر المعلومات، وإمكانية إتاحتها والتعريف بمنافذ الوصول الحر للمعلومات من دوريات الحرة، والمستودعات الرقمية، وبناء قواعد بيانات لمختلف المنتجات الفكرية، وإتاحة هذه المعلومات الرقمية في شكل الوصول الحر.

المكتبات الجامعية و حركة النفاذ الحر للمعلومات: بين المثالي والضرورة

الملخص: ملخص: تهدف دراستنا هذه إلى تسليط الضوء على نظام الوصول الحر للمعلومات كنظام منافس وبديل للنظام التقليدي القائم على ربط الوصول إلى المعلومات بقيود مادية وقانونية، وتوضيح طبيعة العلاقة بين المكتبات ونظام الوصول الحر للمعلومات. وبذلك تنقسم هذه الدراسة إلى قسمين رئيسيين. يبحث الأول منهما في مفهوم الوصول الحر للمعلومات من خلال الأدبيات السائدة حاليا ويتطرق إلى التعريف بأهم مبادراته وأدواته (استراتيجياته) وإيجابياته وسلبياته ومعوقاته. أما القسم الثاني فيوضح طبيعة العلاقة بين نظام الوصول الحر والمكتبات من حيث: دور المكتبات في نظام الوصول الحر، وتأثير نظام الوصول الحر على خدمات المكتبات واقتصادياتها، وتأثير المكتبات وخاصة الجامعية منها في نظام الوصول الحر من حيث دعمه بشكل مطلق أو الوقوف في منتصف الطريق بينه وبين النظام التقليدي. سنحاول أن نقف على أبرز العوائق التي تحول دون تحقيق المكتبات الجامعية لهذا المسعى بالطريقة المثلى وذلك من خلال التطرق لبعض التجارب والمبادرات في المكتبات الجامعية الجزائرية محاولة منها لتحقيق حرية الوصول للمعلومات في اتجاه مستفيديها. Abstract: Our study aims to shed light on the system of free access to information as a competitive and alternative system to the traditional system based on linking access to information with physical and legal restrictions, and to clarify the nature of the relationship between libraries and the system of free access to information. Thus, this study is divided into two main parts. The first of them examines the concept of free access to information through the currently prevailing literature and addresses the most important initiatives and tools (strategies), positives, negatives and constraints. The second section explains the nature of the relationship between the free access system and libraries in terms of: the role of libraries in the free access system, the impact of the free access system on library services and their economies, and the impact of libraries, especially university ones, on the free access system in terms of its absolute support or standing halfway between it And between the traditional system. We will try to identify the most important obstacles that prevent university libraries from achieving this endeavor in an optimal way, by examining some experiences and initiatives in Algerian university libraries in an attempt to achieve free access to information in the direction of their beneficiaries.

الملخص: تعتبر الأنثروبولوجيا من العلوم التي اهتمت بالقضايا الإنسانية المعاصرة كالتنوع الثقافي والانفتاح على الآخر وأزمة العنصرية من خلال ممثلها كلود ليفي ستروس ،وذلك بنقده للمركزية الغربية وما تحمله من أزمة معنى في المجال الثقافي،بحيث تهدف هذه الدراسة إلى تبيان دور الأنثروبولوجيا المتمثل في فهم جوهر الطبيعة الإنسانية والاهتمام بالآخر وثقافته، بهدف تحقيق الحوار بين الشعوب وليس من أجل تكريس النموذج الثقافي الأحادي، وهذا ما سنحاول تقديمه من خلال هذه المداخلة بإتباع المنهج التحليلي للكشف عن خلفيات الخطاب الإيديولوجي الذي يكرس النموذج الثقافي الأحادي و إبراز أهمية التنوع الثقافي والابتعاد عن تلك الثقافة المتعالية التي تكرس العنصرية باعتبارها من القضايا الأساسية لعلوم الإنسان في الفكر الفلسفي المعاصر. Anthropology is one of the sciences that is concerned with contemporary human issues such as cultural diversity, openness to the other and the crisis of racism through its representative, claude Lévi-Strauss whose study aimed at the birth of a new philosophy. The traditional philosophical concept in the field of science and knowledge of human culture and the rehabilitation of this mind after the marginalization it was subjected to by criticizing European centralism and in the contemporary time to discussing issues related to contemporary societies Such as racism and caring for the other and his culture ,and revealing the truth of cultural diversity with the aim of achieving dialogue between civilizations and not in order to perpetuate the monocultural model ,and this is what we will try to present through this intervention trying to address a number of questions that Strauss tried to defend represented in racial discrimination and cultural diversity and the other as being One of the basic concepts of human science in contemporary philosophical through in order to know the cultural development in its true course.

الملخص: ملخص : يكاد يكون حضور الطفل -كمقولة فلسفية- منعدماً في تاريخ الفلسفة باستثناء بعض الملامح الباهثة هنا وهناك في الفلسفة القديمة أو الحديثة. فإذا كانت الفلسفة قد فكّكت كبريات الأسئلة حول الكون وحول الدين وحول المجتمع . . وإذا كانت كل المباحث الفلسفية تتقاطع للإجابة عن السؤال الأكبر : ما هو الإنسان ؟ فهل في هذا تصريح ضمنى على مقاطعة أو إسكات " الطفل " النائم بداخل هذا الإنسان و الإنتهاء منه كليةً ؟ فماذا عن صمت الفلسفة أمام سؤال الطفل ؟ و كيف أخرج نيتشه مقولة " الطفل " من هذا الصمت الفلسفي و ما هي أدواته في ذلك ؟ هذا الفيلسوف الذي عوّدنا على الحفر في المفاهيم بمطرقته الجينيالوجية .فكيف تعاملت الآلة الجينيالوجية لنيتشه مع مقولة الطفل ؟ الكلمات المفتاحية : الطفل – الوعي- نيتشه- الفلسفة – الجينيالوجيا – الإنسان Abstract : The presence of the child - as a philosophical category - is almost non-existent in the history of philosophy, except for some bright features here and there in ancient or modern philosophy.
