قدرات النظم السياسية في إفريقيا: دراسة في قابلية إلتقاط عدوى النزاعات الداخلية

الملخص
تكشف أغلب دول القارة الإفريقية عن نظم سياسية ذات قدرات ضعيفة نسبيا، غير قادرة على الحفاظ على أمنها واستقرارها؛ فتتشابه عواملها الهيكلية معبرة عن بيئات محلية غير مستقرة وحدود غير خاضعة للمراقبة، لتتفاعل في ظل سياقات إقليمية ودولية تكرس انعدام الأمن بالقارة، مما يرسم صورة للنظام السياسي في إفريقيا كجهاز مناعة ضعيف قابل لإلتقاط عدوى النزاعات الداخلية. فضعف قدرات النظام السياسي في القارة يحفز التصاعد الخطير لظاهرة عدوى النزاعات الداخلية؛ حيث يساهم في تفعيل ديناميكيات العدوى الجوارية من جهة؛ من خلال قنوات نقل العدوى (مخرجات النزاع الداخلي لدولة المصدر، الروابط العرقية عبر حدودية)، و/ أو تفعيل ديناميكيات العدوى غير الجوارية من جهة أخرى من خلال صور الإلهام التي تقدمها وسائل الإعلام والاتصال، فيرتفع بذلك سقف التحدي أمام النظام لمقاومة عدوى النزاع الداخلي، الذي يتطلب قدرة للإستجابة والتكيف دينامكية تفتقدها أغلب نظم القارة. The African continent reveals political systems with relatively weak capabilities, unable to maintain their security; The similarities of their structural factors express unstable local environments and unattended borders, interacting in regional and international contexts that perpetuate insecurity in the continent, which paints a picture of the political system in Africa as a weak immune system capable of capturing the contagion of internal disputes. The weak political system capacity stimulates contagion dynamics, first of all, the neighborhood. Through channels that facilitate the transmission of infection (The outputs of the internal conflict, the cross-border ethnic), and secondly non-neighborhood through the images of inspiration provided by the media and communication, which raises the ceiling of the challenge to resist the contagion of internal dispute, Which requires a dynamic capacity to respond and adapt that most of the continent's systems lack.
