الأداء المتميز الحكومي ودوره في تحقيق الجودة لدى مؤسسات التعليم العالي -دراسة مقارنة لجامعة أمريكية وجامعة عربية -

الملخص
ما نلمسه اليوم على المستوى العام الاهتمام الكبير بتطبيق آليات وأساليب إدارة الجودة الشاملة من أجل تميز الأداء، ومؤسسات التعليم العالي من بين هذه المنظمات التي تسعى لزيادة قدرتها الابتكارية وجودتها من اجل التميز في تحقيق حاجات المجتمع ومتطلبات التنمية ومواكبة الظروف والمتغيرات العالمية وضروريات الواقع الجديد. ولتحقيق ذلك يتم تبني مجموعة من الإستراتيجيات التي طورت من أجل إيجاد الوسيلة التي تخرج بها هذه المؤسسات من المنطق الإداري والتسييري إلى منطق الإبداع والابتكار ومواكبة متغيرات السوق. وقد تناولت هذه الدراسة إدارة الجودة الشاملة من خلال الأساليب والآليات المطلوبة من أجل تفعيل المنظومة الجامعية واستخدامها كمدخل لتميز أدائها، بالإضافة إلى تناولها مجموعة من نماذج جوائز الجودة العالمية، وتجارب مؤسسات التعليم العالي في بعض الدول ونخص بالذكر جامعتي قطر واوريجون الأمريكية الحكوميتان، وذلك من أجل تسليط الضوء على الدور الفعال الذي تلعبه الحكومات من خلال أدائها المتميز في تحقيق الجودة لدى هذه المنظومة وإجراء مقارنة بين المنظومتين الحكوميتين، بالإضافة إلى الإشارة لدور الحكومة الجزائرية في مجال دعم وترقية هذا النوع من المؤسسات. Abstract: What is visible today on the great general level of interest in the application of methods of total quality management mechanisms for performance excellence, and institutions of higher education among these organizations that seek to increase their innovative and quality for excellence in achieving the needs of society and the requirements of development and keep abreast of conditions and global variables and the new necessities of reality. To achieve this, a set of strategies will be adopted to develop the means by which these institutions emerge from administrative and management logic to the logic of creativity and innovation and keep pace with market changes. This study dealt with total quality management through the methods and mechanisms required to activate the university system and use it as an input to distinguish its performance, in addition to a set of models of international quality awards, and experiences of higher education institutions in some countries, notably the two governmental universities of Qatar and American American, in order to Highlighting the effective role that governments play through their distinguished performance in achieving quality for this system and making a comparison between the two governmental systems, in addition to indicating the role of the Algerian government in the field of supporting and promoting this type of institution.
