تفعيل دور المواطن وإشراكه بهيئات مكافحة الفساد من أجل الوقاية من هذه الظاهرة و القضاء عليها

الملخص
الملخص: تسعى السلطات الجزائرية جاهدة لتبني إستراتيجية متعددة الأوجه في مجال الوقاية من ظاهرة الفساد ومحاربتها وفق مقاربة تستهدف تطوير منظومتها التشريعية لدعم عمل المؤسسات والهيئات التقليدية و الحديثة المكلفة بمكافحة الفساد وفق مناهج وآليات حديثة، تهدف إلى المكافحة و الوقاية بالدرجة الأولى. إلا أنه و بالرغم من المجهودات التي تعمل الدولة على تحقيقها في مجال مكافحة الفساد و الوقاية منه، سواء من الجانب القانوني، المؤسساتي، التربوي، الاجتماعي، التوعوي و غيرها، لابد من إلحاق دور المواطن بهذه المؤسسات الحكومية و حثه على العمل معها جنبا إلى جنب من أجل تحقيق الهدف المنشود، و ذلك من خلال التشجيع على التبليغ عن الفساد، ضمان الحماية القانونية للشهود، تعزيز دور الإعلام في التوعية و كشف الفساد ، تحقيق مبدأ الشفافية و النزاهة ... ليتكون عند المواطن البسيط أو المثقف نوع من الوعي و المسؤولية و الثقة في هذه الهيئات، و وجود قناعة واعتقاد جازم أن الفساد ظاهرة إجرامية خطيرة استشراؤه من شأنه تهديد السلم الاجتماعي والتأثير على كيان الدولة وعرقلة برامج التنمية. The Algerian authorities are striving to adopt a multifaceted strategy in the field of preventing and combating the phenomenon of corruption according to an approach aimed at developing its legislative system to support the work of traditional and modern institutions and bodies charged with combating corruption according to modern methods and mechanisms, aimed at prevention and prevention in the first place. However, despite the efforts that the State is working to achieve in the field of combating and preventing corruption, whether from the legal, institutional, educational, social, awareness and other aspects, the role of citizens should be attached to these governmental institutions and urged to work together with them.
