أساليب تمويـل عجز الميزانية العامة والآثار المترتبة عنها

Résumé
الملخص: يهدف هذا البحث إلى دراسة مشكلة عجز الميزانية العامة للدولة وهي من أهم المشاكل الاقتصادية المعاصرة التي كثر حولها الجدل؛ وتفاوتت بشأنها الآراء خاصة وقد أصبحت السمة المميزة لمعظم ميزانيات الدول المتقدمة الصناعية فضلا عن البلدان النامية، وتحليل أهم العوامل المؤدية لها وكذا التركيز على طرق وأساليب تمويل العجز المالي الحكومي، وأهم الآثار الناجمة عن هذه الطرق. وخلصت الدراسة إلى أن تمويل عجز الميزانية العامة للدول المعاصرة عادة ما ينتج عنه بعض الآثار السلبية على الاقتصاد الوطني، التي تؤثر بدورها على النشاط الاقتصادي؛ أهمها أثر مزاحمة القطاع الخاص المرتبط خاصة بحجم القروض التي تتحصل عليها الحكومة من البنوك التجارية، بالإضافة إلى الموجات التضخمية التي يمكن أن تنجم عن تمويل العجز بالإصدار النقدي. الكلمات المفتاحية: الميزانية العامة- عجز الميزانية العامة- النفقات العامة- القروض العامة Astract: The aim of this research is to study the problem of Public Budget Deficit in the state which is one of the most important contemporary economic problems that are argumentative; and difference point view of their opinion about them especially they become a characteristic for most of the industrial developed countries budgets as well as in the underdeveloped countries, also focus on ways and means of funding the government deficit, and the most important effects of these methods. It has been concluded that the financing of the public budget deficit of contemporary countries; usually results in some negative effects on the national economy, that affect also on economic activity; The most important of which is the impact of the competition of the private sector which was linked to the size of loans obtained by the government from commercial banks.
