الملخص

تشكل صفحات هذا المقال المحطة الأولى في سلسلة الكتابات البحثية التي شرعنا في العمل عليها، والتي نستهدف من خلالها الخوض في تفاصيل مشروع بحثنا التكويني الجامعي (PRFU)، الموسوم ب: "إشكالية تسيير الأملاك المشتركة في الأحياء السكنية الجماعية بالمدينة الجزائرية"، حيث نحاول من خلال أوراق هذا العمل، تسليط الضوء على جانب من النزاعات التي باتت تنشب باستمرار بين قاطني الأحياء الجماعية على اختلاف صيغها، والتي مثارها تعارض مصالح الساكنة، وعجزهم عن التوصل إلى بلورة توافق ناجع إزاء كيفية استغلال الملكيات المشتركة وحسن تسييرها، ما جعل هذه المسألة تتحول اليوم إلى أحد الإشكالات الجد هامة التي يعيش على وقعها قطاع السكن، والتي باتت تؤرق الهيئات القائمة على شؤونه في بلادنا. The pages of this article constitute the first station in a series of research writings that we have begun to work on, through which we aim to dive into the details of our university formative research project (PRFU), entitled: “The Problem of Managing Common Properties in Collective Residential Neighborhoods in the Algerian City,” where, through the papers of this work, we are trying to shed light on an aspect of the conflicts that are constantly erupting between residents of collective neighborhoods of various types, which are sparked by the conflicting interests of the residents, and their inability to reach an effective consensus on how to exploit common property and manage it properly, which has made this issue transformed into one of the most important problems that the housing sector is experiencing today, and which is now disturbing the bodies responsible for its affairs in our country.
