Abstract
Abstract: The research paper addresses a critical issue in administrative mediation (the European Ombudsman), as the first supervisory institution of the European Union aimed at countering the dysfunction of the administration of the Union countries, where the paper tries to show the paths, and experiences of the European mediator in promoting the principles of administrative governance through two directions, the first direction is to defend the rights of the European citizen according to the principle of transparency and accountability (such as access to information and files), control the proper use of power by the administration, which annual reports on the results of his work and an explanation of the role assigned to him to One of the results of the study is that, despite the introduction of legal texts and reforms that allow full access to information and files, the European mediator still receives many complaints from European citizens that they result in violation of the principles of law and the lack of full transparency that he seeks to embody as reality practice.
