الملخص

تتناول هذه الدراسة إلقاء الضوء على إحدى أهم مقومات الحكم الراشد، وهي الشفافية والمساءلة ودورها في تحسين أداء الأجهزة الإدارية العمومية، وتشتمل هذه الدراسة على التعريف بالشفافية والمساءلة ومدى تأثيرهما المباشر في تحسين أداء الأجهزة الإدارية العمومية، وكذلك بيان التأثيرات السلبية على ضعف الشفافية والمساءلة وإنعكاس ذلك على أداء الأجهزة الإدارية وعلى مستوى رضا المواطنين عن الخدمات التي تقدمها تلك الأجهزة الإدارية، كما تتناول الدراسة وتهدف إلى التعرف على نقاط القوة والضعف في العمل الإداري بالأجهزة الإدارية العمومية ومن ثم الوقوف على المعوقات التي تحد من تطبيق الشفافية والمساءلة بالأجهزة الإدارية في الإدارات العمومية الجزائرية، ثم إقتراح سبل تعزيز تطبيق الشفافية والمساءلة بالأجهزة الإدارية العمومية. This study sheds light on one of the most important elements of good governance, namely transparency, accountability and their role in improving the performance of public management systems. This study includes the definition of transparency , Accountability and direct impact in improving the performance of public management arrangements, as well as a statement of the negative effects on weak transparency, accountability and reflection on the performance of governing bodies, and Level of citizen satisfaction with the services provided by these administrative agencies, it also addresses the study aims to identify the strengths and weaknesses of the administrative work of public administrative bodies and to identify the obstacles that limit the application of transparency and Responsibility of the administrative bodies in the Algerian public administrations, and then propose To strengthen the application of transparency and accountability of the organs of public administration.
