Library Services: Between Development Opportunities And Information And Communication Technology Challenges -the Main Public Reading Library Of Adrar Province As A Model-

Abstract
The nature of library work has transformed due to advancements in information services, retrieval, and broadcasting. New services and jobs have emerged as a result. Modern technology data have become necessary alternatives to detail the work of libraries and raise performance and productivity levels. The emergence of information networks in our present era resulted from developments in the electronic field between computer devices, facilitating the exchange and transfer of information of all types and forms. The public libraries in Algeria specialize in obtaining and managing information and its resources. Technology has always been part of these libraries, as it was used to store and retrieve information, to serve their users according to their needs and requirements. Not too long ago, the public library was the place people visited for reading, borrowing books, and education. However, technological advancements have paved the way for this library to transform into an electronic distributor of knowledge, accessible to those who seek it from their homes, offices, or any other location where the reader might be present. This study will focus on the extent of the use of information and communication technology in the public library of Adrar province, the automated systems implemented therein, and the impact of this technology on the level of services provided in the library إن مفهوم العمل في المكتبات قد تغير، بحكم التطورات الحديثة في مجال خدمات المعلومات واسترجاعها وبثّها، وظهر تبعاً لذلك خدمات ووظائف جديدة، وأصبحت معطيات التكنولوجيا الحديثة بدائل ضرورية لتفصيل عمل المكتبات، والرفع من مستوى الأداء والإنتاجية، وظهور شبكات المعلومات في عصرنا الحاضر، جاء نتيجة للتطورات التي حدثت في المجال الإلكتروني بين أجهزة الحاسبات الآلية،مما سهل عملية تبادل ونقل المعلومات بكافة أنواعها وأشكالها.فالمكتبات العمومية في الجزائر هي المختصة بالحصول على المعلومات وإدارتها وإدارة مصادرها، و كانت التكنولوجيا دائماً جزءاً منهذه المكتبات، فقد استخدمت في خزن واسترجاع المعلومات، لخدمة روادها حسب احتياجاتهم ومتطلباتهم.وإلى وقت ليس ببعيد كانت المكتبة العمومية المكان الذي يقصده الناس للقراءة واستعارة الكتب والتعليم. إلا أن التطوير التكنولوجي قد أتاح المجال لهذه المكتبة لتصبح موزعاً إلكترونياً للمعرفة لمن يطلبها وهو في البيت أو في المكتب أو في أي مكان آخر يتواجد فيه القارئ. فهذه الدراسة سوف ترتكز على مدى استعمال تكنولوجيا المعلومات و الاتصال في المكتبة العمومية لولاية أدرار و الأنظمة الآلية المطبقة فيها و مدى تأثير هذه التكنولوجيا على مستوى الخدمة المقدمة في المكتبة
