الملخص

تهدف هذه الورقة البحثية الى دراسة وتحليل التأثير الذي تلعبه التدابير غير الجمركية على التجارة البينية العربية خلال فترة 2016-2021، وباستخدام التصنيفات الدولية والمنهج الوصفي والتحليلي، سنعمد الى تحليل هذه التدابير ومعرفة تفاصيلها وتعقيداتها ونسب تطبيقها في المنطقة التجارة الحرة العربية الكبرى. اما نتائج الدراسة فقد جاءت متوافقة مع الفرضيات، وأظهرت أن التدابير غير الجمركية تشكل تحديا صعبا أمام إنسياب التجارة البينية العربية، فبرغم ما توفره منطقة التجارية الحرة العربية الكبرى من تفضيلات للمنتجات العربية فهي لا تستفيد كثيرا من هذه التفضيلات، حيث تشكل التدابير غير الجمركية نسبة 54% من اجمالي التجارة البينية، وبالتالي فإن أحد تفسيرات ضعف أداء التجارة العربية البينية يعزى إلى تطبيق الكثيف للتدابير غير الجمركية. This research paper aims to study and analyze the impact of non-tariff measures on intra-Arab trade, during the period 2016-2021, and using international classifications and the descriptive and analytical approach, we will analyze these measures and learn their details, complexities and rates of application in the Greater Arab Free Trade Zone. As for the results of the study, they were consistent with the hypotheses, and showed that non-tariff measures pose a difficult challenge to the flow of intra-Arab trade, Despite the preferences provided by the Greater Arab Free Trade Zone for Arab products, it does not benefit much from these preferences, As non-tariff measures constitute 54% of the total intra-regional trade, and therefore one of the explanations for the poor performance of intra-Arab trade is attributed to the heavy application of non-tariff measures Keywords: GAFTA; measures; non-tariff; intra-trade.
