محو الأمية الرقمية؛ خيار استراتيجي لتفعيل التحول الرقمي في الجزائر

الملخص
عرفت الكثير من دول العالم في الآونة الأخيرة ثورة تكنولوجية انعكست على طريقة تقديم مختلف الخدمات التي يحتاجها المواطن، وقد نتج عن ذلك التحول من المعاملات الورقية إلى المعاملات الرقمية، كآلية لتنويع وتحسين الخدمات مهما كانت طبيعتها. إنّ ما يعيشه المواطن من معاناة يومية أثناء طلبه للخدمة العمومية جعل صنّاع القرار في الدولة الجزائرية يحاولون مسايرة التحول الرقمي الذي عرفه العالم، من خلال وضع خطة عمل لتحقيق ذلك ميدانيا، لاسيما فيما يخص الخدمات التي لها علاقة بالمرفق العام والتي تتكفل الإدارة بتقديمها للمواطن. تعالج هذه الورقة البحثية جزئية مهمة تتعلق بالأمية الرقمية باعتبارها أهم الأسباب التي أثرت سلبا على تحقيق توجه الدولة نحو مسار التحول الرقمي في إطار برنامج الجزائر الإلكترونية، وذلك عن طريق البحث عن أسباب انتشار الأمية الرقمية في المجتمع الجزائري، وما هي التحديات التي تقع على الدولة للقضاء على هذه الظاهرة بشكل يضمن إنجاح التحول الرقمي باعتباره المسار الصحيح لتحسين الخدمة العمومية. Many countries in the world have recently witnessed a technological revolution that has been reflected in the way of providing various services that citizens need. This has resulted in a shift from paper transactions to digital transactions, as a mechanism to diversify and improve services, whatever their nature. The daily suffering that the citizen experiences while requesting public service has made decision-makers in the Algerian state try to keep pace with the digital transformation that the world has witnessed, by developing an action plan to achieve this on the ground, especially with regard to services related to the public utility that the administration is responsible for providing to the citizen. This research paper addresses an important part related to digital illiteracy, as it is the most important reason that negatively affected the state’s direction in the path of digital transformation within the framework of the Electronic Algeria program, by researching the reasons for the spread of digital illiteracy in Algerian society, and what are the challenges that the state faces to eradicate. Digital literacy in a way that ensures the success of digital transformation as the right path to improving public service.
