الملخص
ملخص: تهدف هذه الورقة إلى تسليط الضوء على مفهوم الأمن الفكري في الجزائر، من خلال التطرق إلى أهم المبرّرات التاريخية والموضوعية للاهتمام بهذا المفهوم المستحدث في الدراسات الأمنية والذي بدأ بناءه مبكّرا وبصورة عفوية بين النخب الجزائرية وفي أوساط المجتمع الجزائري عموما، فكان رافعة قوية لمواجهة واقع الاحتلال الفرنسي وطرده، ومن جهة ثانية، رفض الأحادية في الرأي والتفكير من طرف تلك النخب التي ناضلت من أجل الانعتاق الفكري والسياسي في ظل الجزائر المستقلّة، ولما لهذا المفهوم من أهمية وتأثير على جميع القطاعات الحسّاسة وباقي المجالات الحيوية في الدولة. كما تهدف أيضا إلى بيان أهم التحدّيات التي تعترض الأمن الفكري في الجزائر، من أفكار إرهابية وتخريبية، ومعتقدات دخيلة على المجتمع الجزائري، وأيديولوجيات مخالفة للمبادئ السياسية والأخلاقية للدولة الجزائرية، وإبراز دور الدولة ومؤسسات المجتمع المدني في مواجهتها وفق آليات مختلفة وسياسة وطنية لبناء أمن فكري يساهم في تعزيز أمنها القومي ضد التهديدات الإقليمية والدولية، من خلال التطرق إلى المقاربة المتكاملة التي انتهجتها الجزائر والتي توجّت بتجسيد ميثاق السّلم والمصالحة، ووضع حدّ لعشرية المأساة الوطنية التي كادت تعصف بالأمن القومي الجزائري. Abstract: Central to this research is to shed light on the concept of intellectual security in Algeria. The researcher in the following chapters addresses the most important historical and objective justifications to cope with this developed concept in security studies, whose construction began early and spontaneously among the Algerian elites and society in general. Important to mention that, from one hand, the intellectual security was a strong lever to confront the reality of the French occupation. On the other hand And, its expulsion rejected the unilateralism of opinion and thinking on the part of those elites who struggled for intellectual and political emancipation in the shadow of independent Algeria, due to the importance and impact of this concept on all sensitive sectors and other vital areas in the state. This paper aims as well to clarify the most important challenges facing intellectual security in Algeria, such as terrorist and subversive ideas, beliefs alien to Algerian society, and ideologies contrary to the political and moral principles of the Algerian state. Moreover, the researcher intends to highlight the role of the state and civil society institutions in confronting those challenges according to various mechanisms and the national policy to build intellectual security that contributes In strengthening its national security against regional and international threats, by addressing the integrated approach adopted by Algeria. These approaches are culminated in the embodiment of the Charter for Peace and Reconciliation, as well as the termination of a decade of national tragedy that almost afflicted Algerian national security.
