تحديات الإدارة المحلية في الجزائر وآفاق الاصلاح في ضوء التجارب الدولية

الملخص
تحظى الإدارة المحلية باهتمام الدول النامية بوصفها من مظاهر الدول الحديثة ولما لها من دور فعال في التنمية الشاملة،وفي ظل إعادة صياغة دور الدولة والتحول إلى اقتصاد السوق والمشاكل التي تواجهها كان من الضروري تبني مقاربات الإصلاح بهدف تهيئة الادارة المحلية لمسايرة التغيرات السريعة في الاحتياجات، تحاول هاته الورقة تشخيص المعوقات التي تواجه اداء الادارة المحليىة مع تقديم اطار مقترح لاصلاحها على ضوء بعض التجارب الدولية، تبين لنا من الدراسة انه لا يمكن لأجهزة الإدارة المحلية ان تؤدي دورها كاملا وهي فاقدة لاستقلاليتها عن السلطات المركزية ومقيدة بتشريعات وأنظمة معيقة لحريتها، كلمات مفتاحية: الادارة المحلية، اللامركزية،التنمية المحلية ،الجزائر. تصنيفات JEL : A12، R11، R12. Abstract: The local administration receives the attention of developing countries as one of the manifestations of modern countries and because of their effective role in comprehensive development, and in light of the reformulation of the role of the state and the transition to a market economy and the problems it faces, it was necessary to adopt reform approaches in order to prepare the local administration to keep pace with the rapid changes in needs. This paper attempts to diagnose the obstacles facing the performance of the local administration, while presenting a proposed framework for reforming them in the light of some international experiences. It became clear to us from the study that the local administration bodies cannot play their full role, and they lack their independence from the central authorities and are restricted by legislation and regulations that hinder their freedom.
