الحكم الراشد كمدخل للاصلاح الاقتصادي بين التنظير والتطبيق مع الاشارة لحالة الجزائر

الملخص
احتل مفهوم الحكم الراشد مكانة هامة لدى الشعوب في الفترة الأخيرة،لأهميته في دفع عجلة الاصلاح الاقتصادي،ونتج عنه تزايد الضغوط من أجل فتح الباب امام تحولات جذرية سياسية غير مسبوقة،ونتيجة لما سبق اتخذت الجزائر اجراءات استباقية بإطلاق حزمة من الاصلاحات السياسية، تهدف هذه الورقة الى تحليل الجهود المبذولة مع التطرق لواقع الحكم الراشد في الجزائر ومعوقاته،بغرض وضع اطار مقترح لتجسيد الحكم الراشد بالجزائر، وتوصلت الدراسة الى ان الدولة الجزائرية منفذة لبرامجها الإنفاقية بأعلى تكلفة، وبالتالي فهي أقل فاعلية في إنتاجية النفقات العامة كلمات مفتاحية: الحكم الراشد.، الاستقرار السياسي.، الاصلاح الاقتصادي.، الجزائر تصنيفات JEL : G39 ، G38 ، H11 Abstract: The concept of good governance has occupied an important place among peoples in the recent period, due to its importance in advancing the wheel of economic reform, and resulting in increased pressures to open the door to unprecedented radical political transformations. As a result of the above, Algeria took proactive measures by launching a package of political reforms.. The objective of this paper is to analyze the efforts made and to go through the reality of ‘ good governance ’ and its obstacles in Algeria in order to suggest a framework to apply it. JEL Classification Codes: G39 ، G38 ، H11 Résumé: Le concept de bonne gouvernance a occupé une place importante parmi les peuples au cours de la période récente, en raison de son importance dans l'avancement de la roue de la réforme économique, et a entraîné des pressions accrues pour ouvrir la porte à des transformations politiques radicales sans précédent. En conséquence de ce qui précède, l'Algérie a pris des mesures proactives en lançant un ensemble de réformes politiques.Mots-clés: la bonne gouvernance , stabilité politique; réforme économique, Alger.
