إشكالية تعميق الإصلاح المؤسساتي وإعادة تأهيل الفواعل المحلية بالجزائر: بين تحديات الواقع وآفاق التمكين

الملخص
تهدف هذه الدراسة إلى معالجة موضوع جد هام يتعلق أساسا بالفواعل الجُدد في الحكم بالجزائر وإشكالية تحول دور الدولة، وذلك من خلال إعادة النظر في دور الدولة بمّا يسمح بترقية الممارسة وتحقيق الرشادة في الحكم، انطلاقا من إنتاج فواعل جُدد يساهمون في تحقيق التنمية المجتمعية وفق رؤية تشاركية؛ وفي سبيل تحقيق هذا الهدف تم الاعتماد على المنهجين الوصفي والتحليلي للوقوف على جوانب الموضوع كافة، لذا سوف نستعرض مدى فاعلية الإدارة المحلية كمؤسسّة رسّمية، والمجتمع المدني والقطاع الخاص كفواعل جُدد في الحكم. الكلمات المفتاحية: الجزائر؛ دور الدولة؛ الحكم الراشد؛ الفواعل الجدد. This study aims to discuss the issue of new actors function in power in Algeria and the problem of shifting the role of the state, through re-examine the role of the state to allow the promotion practice and achieve rutionalization in governance, from the production of new actors which contribute to the achievement of community development in accordance with the vision of a participatory, in order to achieve This objective has been based on descriptive and analytical approaches to identiÿ all aspects of the subject, so we will review the effectiveness of local administration as an official institution, civil society and the private sector as new actors in governance.
