مرونة الحكم الراشد وتعدد مجالات استخدامه بين الاقتصاد، السياسة والقانون

الملخص
إن مرونة الحكم الراشد وتعدد أبعاده خلق تباينا في وجهات النظر بالنسبة للدول ومختلف الفاعلين، حيث يمكن توظيفه في الاقتصاد، السياسة والقانون. تهدف هذه الدراسة إلى محاولة الوصول إلى مجالات استخدام المفهوم من خلال عرض التعاريف المختلفة للمفهوم، وعليه وجب طرح الاشكالية التالية: ماهي مجالات استخدام الحكم الراشد؟. لذلك اقترحنا الخطة التالية: المحور الأول: مفهوم الحكم الراشد، المحور الثاني: مجالات استخدام الحكم الراشد، معتمدين في ذلك على المنهج التحليلي والوصفي، وتوصلنا في نتائجنا إلى أن مفهوم الحكم الراشد مفهوم مرن يمكن صياغته في سياقات متعددة منها الاقتصاد، القانون والسياسة، بالإضافة إلى إمكانية الاعتماد عليه كضمان للدول للوفاء بالتزاماتها اتجاه حقوق الأفراد. Abstract: The flexibility of good governance and the multiplicity of its dimensions created a divergence of views for countries and different actors, as it can be used in economics, politics and law. This study aims to try to reach the areas of use of the concept, and therefore the following problem must be posed: What are the areas of using good governance?. To answer this problem, we proposed the following plan: The first axis: the concept of good governance, the second axis: the areas of using good governance, relying on a group of research methods such as the analytical and descriptive approach, and we found in our results that the concept of good governance is a flexible concept that can be formulated in multiple contexts, including the economy Law and policy can be relied upon as a guarantee for states to fulfill their human rights obligations.
