آليات تجسيد الحوكمة في الإدارة المحلية الجزائرية (آفاق مستقبلية)

الملخص
تعتبر الإدارة المحلية بمثابة المحرك الأساسي لسياسات الدولة، و منه فإن أي تغيير في أدوار هذا الأخير يجب أن بصحبه بالضرورة تغيير في مهام الإدارة المحلية، بطريقة تتماشى والدور الجديد الذي يجري داخل الدولة، فضعف الدول النامية في التقدم مرتبط ارتباطا وثيقا بضعف الجهاز الإداري، بالرغم من امتلاك الجزائر للعديد من الإمكانات البشرية و الثروات الطبيعية ، فهذا الضعف أدى إلى مساهمة هده الدول إلى وضع مجموعة من الاستراتيجيات لمواجهة هذا العجز، و من بين هذه الدول نجد الجزائر التي حاولت تشخيص الاختلالات الموجودة على مستوى الإدارة المحلية، ومنه الوصول إلى وضع مجموعة من المعايير لتجسيد الحوكمة في الإدارة المحلية في الجزائر.
