إعادة توجيه السياسة الخارجية الجزائرية: دراسة من منظور مقاربة هيرمان

الملخص
استهل هيرمان دراساته حول إعادة توجيه السياسة الخارجية للدول بالسؤال، عن ماذا يحدث عندما تشرع الدولة في التزام ثابت ومستمر بقاعدة محددة لسياستها الخارجية ثم تتلقى فيما بعد معلومات جديدة تفيد بأنها فاشلة؟. من خلال هذا التساؤل، تشرع هذه الدراسة في إعداد برنامج بحثي حول تغيرات السياسة الخارجية الجزائرية في ظل التعديل الدستوري لسنة 2020، وتقدم تفسيرات ودراسات حالة توضيحية حول انتكاسة السلوك الأمني الخارجي للدولة. وكيف أدى ذلك إلى اقرار حالة الاستثناء على مبدأ عدم التدخل المزدوج (سياسيا وعسكريا)، والسماح للجيش الجزائري بالقيام بأعمال قتالية خارج الحدود الوطنية. وتتساءل عن ما إذا كان ذلك يمثل اعترافا صريحا بانتكاسة السلوك الخارجي الجزائري القائم على مبدأ عدم التدخل المزدوج؟ وماهي انعكاسات هذا الادراك على برنامج إعادة توجيه السياسة الخارجية الجزائرية؟ Abstract : Hermann began his studies on reorienting States' foreign policy by asking, what happens when a State embarks on a firm and continuing commitment to a specific foreign policy rule and subsequently receives new information that it is a failure? This study initiates a research programme on changes in Algerian foreign policy under the constitutional amendment of 2020 and provides explanations and case studies on the setback of the State's external security behaviour. How did this lead to the establishment of an exception: to the principle of dual non-intervention (political and military), and to allowing the Algerian army to carry out hostilities outside national borders. the aim of this study is to reveal whether that was an explicit acknowledgement of the setback to Algeria's external conduct or not, based on the principle of dual non-intervention? What are the implications of this realization for Algeria's foreign policy Redirection programme?
