ترقية الصادرات خارج المحروقات في ظل مخطط الإنعاش الاقتصادي (2020-2024)

الملخص
تهدف الدراسة لتسليط الضوء على التوجهات العامة لمخطط الانعاش الاقتصادي (2020 -2024 )، والتي تقوم على الأولوية والمكاسب الآنية في إطار زمني قصير من خلال عملية تصحيح هيكلية في القطاعات الاقتصادية، وتطوير مناخ الأعمال والاستثمار مع خلق فرص واعدة لتنويع الصادرات خارج المحروقات. وقد توصلت الدراسة إلى أن صادرات الجزائر تعرف حالة تركز في مؤشر تنويعها حيث بلغ مؤشرها 0.91 لسنة 2020، بالإضافة إلى ضعف في الكفاء والإجراءات والترتيبات المتعلقة بالجوانب التصديرية حيث أحتلت الجزائر الرتبة 173 عالمياً في مؤشر التجارة عبر الحدود لسنة 2019، رغم هذا فهي تمتلك مقومات تصديرية واعدة في الأنشطة الاقتصادية ومن أبرزها، المنتجات الفلاحية والصناعة الغذائية، والقطاع المنجمي والصناعات التحويلية المرتبطة به، والصناعة الصيدلانية والإلكترونية، وهذا في ظل إنتهاج سياسة الإنفتاح على الأسواق الإفريقية. ومن توصيات الدراسة ضرورة مواصلة سياسة التحول الهيكلي والتركيز على القطاعات المحركة للنمو الاقتصادي مع تقديم تحفيزات للمشاركة بشكل مثمر في سلاسل القيمة العالمية. تصنيف JEL: F1،O1 Abstract: Enter The study aims to shed light on the general directions of the economic recovery plan (2020-2024), which is based on priority and immediate gains in a short time frame through a process of structural correction in the economic sectors, developing the business and investment climate while creating promising opportunities to diversify exports outside of hydrocarbons. The study found that Algeria’s exports know a case of concentration in its diversification index, as its index reached 0.91 for the year 2020, in addition to a weakness in efficiency, procedures and arrangements related to export aspects, as Algeria ranked 173 globally in the cross-border trade indicator for the year 2019. Despite this, it possesses promising export potentials in economic activities, most notably agricultural products, the food industry, the mining sector and its associated manufacturing industries, and the pharmaceutical and electronic industries, in light of the policy of openness to African markets. Among the study's recommendations is the need to continue the policy of structural transformation and focus on the sectors that drive economic growth, while providing incentives to participate fruitfully in global value chains.
