الملخص
: أصبح عودة المقاتلين الأجانب إلى دول شمال إفريقيا والساحل الافريقي أمرا يمثل خطورة كبيرة، خاصة بعد أن تأثروا بالفكر الداعشى المتطرف وزادت اضطراباتهم النفسية نتيجة الممارسات غير السوية في مناطق النزاع، و تطرح عودة المقاتلين الأجانب من مناطق النزاع إشكالية ما إذا كان من الممكن إعادة تأهيلهم أو محاكمتهم، نظرا لتداخل وتشابك الكثير من العناصر معا بخصوص العائدين، وتتباين رؤى أجهزة استخبارات دول شمال إفريقيا والساحل حول عودة المقاتلين الأجانب إلى إفريقيا، فتعتقد بعض الأجهزة الأمنية في منطقة شمال إفريقيا أن كثيرين ممن عادوا منهم إلى بلادهم يشكلون قنبلة موقوتة قد تنفجر في أي وقت، بينما تعتقد فئة أخرى أن بعض هؤلاء "الدواعش العائدين" عادوا بهدف شن هجمات إرهابية في المنطقة، وتهدف الدراسة إلى تحليل عميق لتداعيات عودة المقاتلين الأجانب إلى شمال إفريقيا من العراق وسوريا الي ليبيا على الأمن الجهوي المغاربي، والبعد الوظيفي للعائدين من بؤر التوتر الإقليمية، وتباين السياسات والإجراءات القانونية للتعامل معهم في ظل تزايد التهديدات الأمنية في المنطقة : Became the return of foreign fighters to the countries of North Africa and is a major risk, especially after being affected by poverty, the ISIS extremists have increased their disorder is psychological result of the practice is appropriate in areas of conflict, and raised the return of foreign fighters from conflict zones and problematic whether it is possible to rehabilitation or trial, due to the lot of elements with regard to returnees, and vary the visions of the intelligence services of the states of North Africa and on the return of foreign fighters to Africa, believes some of the security devices in the region of North Africa that many of those who returned them to the country they constitute a time bomb may explode at any time, While you think another category that some of these "costs of returnees" have returned with the aim of launching terrorist attacks in the region, the study aims to analyse the profound implications of the return of foreign fighters to North Africa, from Iraq and Syria on the security of the Maghreb, the dimension function returns from regional flashpoints, and policies and legal procedures to deal with them in light of the increasing security threats in the region
