دور المنظمات الدولية الإنسانية في نزاع الصحراء الغربية: بين الاعتبارات الانسانية و الوجه الخفي لها.

الملخص
ادت التطورات الحاصلة في ميدان العلاقات الدولية ، ظهور فواعل جديدة لها أثر كبير على الساحة الدولية , و لعل من أبرز هذه الفواعل المنظمات الدولية الإنسانية التي أصبح لها خبرة و نفوذ كبيرين في السياسات الدولية و العالمية , و قد اكتسبت هذه المنظمات نفوذا كبيرا على الساحة الدولية في جميع الميادين التي أهمها حقوق الإنسان من خلال إعتراف العديد من النصوص القانونية بالدور الذي تقوم به هذه المنظمات في هذا المجال ، و تعمل المنظمات من أجل تحقيق الترقية و الحماية اللازمتين للإنسانية عن طريق مجموعة من الطرق و الأساليب و التي تختلف من منظمة لأخرى سواءا بتقديم مساعدات في التغذية أو الإغاثة في الكوارث و الأزمات و تقديم برامج إنمائية للدول الفقيرة أو بالتأثير على الرأي العام العالمي و المحلي عن طريق نشر الانتهاكات و التقارير السنوية ، فكان بذلك دورها مكملا لدور الدول ، و لكن فيما يخص الصحراء الغربية رغم كل المجهودات من هذه المنظمات سوءا في تقديم المساعدات الإنسانية أو التأثير على الرأي العام العالمي عن طريق نشر التقارير السنوية إلا أنها لم تسم للهدف المنشود و المتمثل في الضغط على مجلس الأمن حتي اعادة ارسال بعثة المينورسو لمراقبة حقوق الإنسان في الصحراء الغربية و تعيين في اقرب الاجل المبعوث الاممي الجديد لإعادة تثيبت حق الصحراويين في تقرير مصريهم. The developments in the field of international relations , Produced the appearance of new actors which have significant impact on the international scene , and perhaps the most prominent of these actors are the international humanitarian organizations , which have gained with it experiences , influence in the international arena in all fields in which the most important human rights through the recognition of several legal texts ,the role played by these organizations in this field , and organizations are working to achieve the promotion and protection necessary to humanity through a series of ways which vary from one organization to another , whether to provide assistance in feeding or relief in disasters and crises and to provide development programs for poor countries or to influence public opinion the global and the local through the deployment of violations and annual reports, it become complementary to the states , but with regard to the Western Sahara all efforts of this organizations whenever in the provision of humanitarian assistance or to influence world public opinion through the publication of annual reports ( human Rights Watch , Amnesty International , Center Robert Kennedy human Rights ) , but they have not called the desired goal and let the Security Council , extend the functions of MINURSO for inspecting human rights in Western Sahara .
