ملخص : تهدف هذه الدراسة الى عرض واقع تمويل وإعداد الميزانيات للجماعات المحلية في الجزائر ومتطلبات تنمية مناطق الظل ،وبالاخص دراسة حالة بلدية فقيرة وهي بلدية سيدي الربيع بولاية المدية للسنة المالية 2020، وكانت النتائج أن الموارد المالية للبلدية لا تلبي متطلبات وحاجيات مناطق الظل بها ، وعليه تمثل الاعانات مصدر التمويل الرئيسي لمشاريع مناطق الظل بها . تصنيفJEL :H72 . H61 The reality of financing and budgeting for local communities Algeria's Shadow Areas Development Requirements Abstract : The aim of this study is to present the reality of the financing and budgeting of local communities in Algeria and the requirements for the development of the shadow areas, and in particular to present the situation of a poor municipality from the country, the municipality of Sidi El-rabie, with the medea for fiscal year 2020. The results were that the financial resources of the municipality do not meet the requirements and needs of their shadow areas.
