الملخص

ملخص: تنصرف مناطق الظل إلى المناطق والضواحي التي تعاني التهميش والعزلة وانعدام مظاهر التنمية على كل الصعدة ، وهي مناطق موجودة في الجزائر العميقة وفي المدن الشبه الحضرية والريفية وهذا ما يتحتم على الجماعات المحلية ( الولاية والبلدية ) أخذ زمام المبادرة بجدية من أجل وضع برنامج مكثف يهدف إلى تحسين ظروف المعيشة للسكان في هذه المناطق وتوفير المتطلبات الأساسية للعيش الكريم وفقا لخطط يحدد الأولويات الأساسية لتلك المناطق ، وهذا بتبني سياسة علاجية عاجلة ترتكز على الدعم واتخاذ إجراءات وبرامج ومشاريع مختلفة لتحقيق التنمية المحلية وتكافئ الفرص بين جميع المناطق وتحقيق التوازن والعدالة الاجتماعية، ويتم ذلك باتخاذ الجماعات الإقليمية "البلدية "مبادرات محلية لإشراك المواطن في رسم وتنفيذ السياسة العامة على المستوى المحلي لتحقيق التنمية المحلية وتعزيز رفاهية المجتمع وخاصة في مناطق الظل. Abstract: The shadow areas turn to the areas and suburbs that suffer from marginalization, isolation and lack of manifestations of development at all levels. These areas exist in deep Algeria and in semi-urban and rural cities, and this is what necessitates the local communities (state and municipality) to take the initiative seriously in order to develop an intensive program aimed at improving The living conditions of the population in these areas and the provision of the basic requirements for a decent living in accordance with plans that define the basic priorities for those areas, and this is by adopting an urgent remedial policy based on support and taking various measures, programs and projects to achieve local development and equal opportunities among all regions and to achieve balance and social justice, and this is done by taking regional groups “Municipality” are local initiatives to involve citizens in drawing up and implementing public policy at the local level to achieve local development and enhance the welfare of society, especially in shadow areas.
