دور الجماعات المحلية في تنمية مناطق الظل –ولاية المسيلة انموذجا-

الملخص
يعتبر ملف مناطق الظل من الملفات المستحدثة على الساحة السياسية والاقتصادية في الجزائر، وتهدف هذه الدراسة الى عرض مفهوم مناطق الظل بالجزائر وجملة التدابير المتخذة بشأنها على المستويين المركزي والمحلي للتكفل الأمثل بقاطني هذه المناطق باعتبارها مناطق نائية ومعزولة. وكذا تحليل واقع مناطق الظل بولاية المسيلة ودور الجماعات المحلية في تنمية هذه الأخيرة. تم استخدام المنهج الوصفي التحليلي من خلال جمع وتحليل البيانات الخاصة بمناطق الظل عبر بلديات الولاية. وتوصلت الدراسة إلى أن السلطات المحلية لولاية المسيلة كان لها دور فعال في متابعة التنمية بمناطق الظل من خلال تجسيد عدد هام من المشاريع التنموية والتي تم التكفل بأغلبها ضمن مختلف الميزانيات المحلية، ممثلة في ميزانيات البلديات، ميزانية الولاية، برنامج مخططات التنمية البلدية وصندوق الضمان والتضامن للجماعات المحلية. تصنيف Jel: O1,O2 Abstract: The file of the shadow areas is one of the newly developed files on the political and economic scene in Algeria, and this study aims to present the concept of shadow areas in Algeria and the set of measures taken regarding them at the central and local levels to ensure optimal care for the residents of these areas as remote and isolated areas. As well as analyzing the reality of the shadow areas in the state of M'sila and the role of local communities in the development. The descriptive analytical approach was used by collecting and analyzing data and data on the shadow areas across the state. The study concluded that the local authorities of the state of M’sila had an effective role in following up the development in the shadow areas through the completion of a significant number of development projects, most of which were covered within the various local budgets represented in the budgets of the municipalities, the state budget, the Municipal Development Plans Program and the Guarantee and Solidarity Fund for Local Communities.
